I eat A HELLA LOT but my body just doesn't get fat. .___. like it's because of my metabolism I guess. ;-;

that could be a factor, but consider yourself lucky some people would kill to have a high metabolism like you do. Are you making sure that your are eating the right food and doing enough exercise to maintain it?

if you are having trouble putting on weight then your body is lacking vitamins, minerals and/or certain bulky foods. I would suggest that you buy some multi-vitamins tablets (they have minerals too) to everyone, you most certainly don’t get enough nutrients in your day-today life and this will make you look and feel much better.
Consuming the right food is essential, if you want to bulk up then I suggest eating more foods with protein, carbohydrates and vegetables to contain it. But don’t neglect your bones, make sure you have calcium and to drink plenty of water to constantly resupply and cleanse your body.

weird question, but: how exactly do you get more... muscly? I'm chubby, but I'd like to look more fit

Exercise and a healthy lifestyle to put it simply. Word of advice fat does not turn to muscle, you are simply burning fat and if you want to have more muscle mass consume protein (in proportion) and stretch and work your muscles to gain more.
